Doubt it. Calcium carbonate is basically limestone and magnesium oxide is used as an antacid. Neither has bleaching powers.
Why would you want to anyway?

Yes, magnesium oxide and calcium carbonate WILL whiten your skin, however, both of these will rub off, and you will not have a smooth tone to your skin.
For more permanent results, you could try taking mulberry extract, pomegranate extract, licorice extract, vitamin C or vitamin E (toxic in high doses). They seem to reduce your skin’s production of melanin, which makes the skin dark.
The best, most widely used and most recommended skin whitener is hydroquinone cream that is spread on the skin. This also blocks melanin production. However, the cream turns dark if it is kept in the sunlight or open air, so if you get this, make sure you get it in a package that prevents light or oxygen from getting in.
Also, this whitener at 2% strength has hurt the faces of some people, so please be careful!
